History of Mazhilis

As a result of the national referendum held on August 30th, 1995 a new Constitution of the Republic of Kazakhstan that eliminated defects of the former state structure was accepted. It identified the Parliament as a supreme representative authority implementing legislative functions, it consists of two Houses: Senate and Mazhilis.

The President of the Republic of Kazakhstan, N.A. Nazarbayev emphasized: “After this current Constitution acceptance we’ve got green light to implement economic reforms in Kazakhstan. The Supreme Council, that figuratively speaking manages both everything and nothing, was replaced by professional two-chamber Parliament, which during these years has introduced legislation that changed the country’s face and appearance”.

For the first time, the concept “Parliament” was officially enshrined in this Constitution. After the Constitution acceptance the President signed a Decree which had the effect of Constitutional Law “About elections in the Republic of Kazakhstan”, in accordance to which deputies’ elections for two-chamber Parliament were held.

The two-chamber Parliament structure was politically well-grounded; it became a fundamentally new element in the political reality of our country and complied with the universally received parliamentary principles. Most importantly, the two-chamber Parliament formation in Kazakhstan gave an opportunity to improve quality of the adopted legislation.

THE FIRST CONVOCATION

(1996 – 1999)

The first elections to the Mazhilis of the Parliament of the Republic of Kazakhstan took place on December 9th, 1995.

Based on the majority system 67 deputies were elected.

The deputies’ powers and authorities of the Mazhilis of the Parliament of the Republic of Kazakhstan of the first convocation had been started with the first session opening held on January 30th, 1996.

Mostly, there were managers and employees from local executive authorities and maslikhats – 19persons in total.

Each one in five of the deputies was employed as a leader of a company, association, firm, fund, institution and other structures.

9 mazhilismen were workers of science, institutions of higher education, teachers. Every tenth deputy was an employee of the President’s administration, ministries and national committees. Only 4 parliamentarians temporarily did not work. 11 deputies were busy in agriculture, 3 deputies were in culture sector. By two deputies were the workers from law enforcement authorities and engineers-economists. Also, an attorney, a military serviceman and a pensioner were representedin deputy corps.

7 doctors of sciences, 10 candidates of sciences worked in the Mazhilis.

9 deputies were women among the parliamentarians.

The Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan of the first convocation

OSPANOV Marat T.

He was born in Aktyubinsk in 1949. He graduated from Moscow Institute of National Economy named after G. Plekhanov; Doctor of Economics.

Since 1971 till 1990 years he was busy with scientific and teaching profession. In the years of 1990-1994 he was the deputy Chairman of Committee on Economic Reform issues, Budget and Finance of Supreme Council of the Republic of Kazakhstan of the twelfth convocation, deputy chief of Senior State Tax Inspection, Head of Senior State Tax Inspection – the First Deputy of the Minister of Finance of the Republic of Kazakhstan. He was elected as deputy Chairman of the Supreme Council of the Republic of Kazakhstan of the thirteenth convocation. Since March till December 1995 year he was a chairman of the Committee for foreign capital using at the Cabinet of Ministers of the Republic of Kazakhstan.

Since December 1995 year he wasa deputy of the Mazhilis, since January 30th, 1996 he was the Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the first convocation. In autumn of 1999 he was selected as a deputy to the Mazhilis of the Republic of Kazakhstan of the second convocation according to list of the Republican political party “Otan”.

OSSIPOV Vassiliy I.

He was born in 1939 in Arasan village of Kapalskiy region of Taldykorgan oblast. He graduated from Kazakh State University named after S.M. Kirov and Higher Political Party School in Almaty.

During the years 1966-1992 he worked in public education system, in party and soviet authorities. He served as a chairman of the Executive Committee in Aksuysk and Andreyevskiy regional Soviets of People Deputies, as the first secretary of the Andreyevskiy regional committee and the second secretary of Taldykorgan oblast committee of Communist Party of Kazakhstan. Within the years 1992 – 1995 he was the head of Guard regional administration, the first deputy head of regional administration of Taldykorgan oblast. Since December 1995 he was deputy chairman of the Mazhilis, since January, 30th, 1996 year –Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the first convocation.

THE SECOND CONVOCATION

(1999 – 2004)

In autumn 1999 in accordance with the Constitutional amendments, for the first time in Central Asia, elections to the Mazhilis of Parliament of the Republic of Kazakhstan were held by mixed scheme that provided the political parties with an opportunity to be elected to Parliament in accordance with party list on the basis of proportional representation.

As a result of innovations the elections were notable for high political tension and alternativeness, stimulating creating process of political parties of a parliamentary type. 10 political parties participated in the election. 547 candidates have been registered in the majority single-mandate districts. In general, in the course of election of that period unprecedented number of candidates was put forward in Kazakhstan– on the average, 8 persons per seat.

According to the results of elections in the Mazhilis of Parliament, 67 deputies were elected from single-mandate districts and 10 deputies from the parties in one single national district. They represented four parties – “Otan”, the Civil, Agrarian and Communist parties, which overcame 7 percent’s barrier.

Amongst 77 elected deputies 8 women worked, 74 persons had higher education, and approximately 30 persons had graduated from two Universities. Among the deputies there were 1 academician, 7 doctors and 20 candidates of science for different specialties.

Mostly in deputy corps there were 30 engineers, 22 lawyers, 16 economists, 14 persons with pedagogic training, 8 persons of scientists and agricultural experts. Journalists, doctors, historians, managers, military servicemen, experts in international relations, etc. were represented in the House.

Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation

TUYAKBAY Zharmakhan A.

He was born in 1947in the kolkhoz named after F. Engels of the Leninskiy district of the South region of Kazakhstan. He graduated from Kazakh State University named after S.M.Kirov. PhD in law.

During the years 1971-1977 he worked in public prosecution bodies of South region of Kazakhstan. In 1978-1981 he served in political party. In 1981-1995 he worked as deputy procurator of the Kazakh SSR, then procurator of Mangyshlak region, as deputy procurator and then the procurator of Guryev region, then Procurator General of the Republic of Kazakhstan. He was elected as deputy of Supreme Soviet of the twelfth convocation.

In 1995-1997 he was the Head of State Investigation Committee of the Republic of Kazakhstan. In 1997-1999 he worked as Deputy Procurator General – Chief Military Procurator of the Republic of Kazakhstan. In autumn 1999 he was elected to the Mazhilis, in December of the same year became the Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation.

KOPEYEV Mukhambet Zh.

He was born in 1949 in the rural settlement Rudnik of Dzhezkazgan region. He graduated from Kazakh Polytechnic Institute named after V.I.Lenin, Higher Political Party School in Almaty.

In 1972-1976 years – a mine foreman, secretary of Komsomol committee of mining trust in Zhezkazgan. Since 1976 till 1991 he was at the party and Soviet work. In 1991-1995 he was a head of city administration in Karazhal – a Chairman of the Administrative Council of Zhayrem-Atasu free economic zone. Since 1995 till 1999 he was a Mazhilis member of Parliament of the Republic of Kazakhstan of the first convocation, a member of Committee on Finance and Budget. In 1999 year he was elected to the Mazhilis as Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation. He ceased his deputy authorities in October, 2004.

DYACHENKO Sergey A.

He was born in 1952 in rural settlement Shortandy in Tselinograd region of the Kazakh SSR. He graduated from Plan Institute named after Kuybyshev, Higher Political Party School in Almaty. He is Doctor of political sciences.

He began his career in 1973 year as an engineer-economist. Since 1975 till 1991 he was involved in Komsomol, Party and Soviet work. In 1991-1993 he worked as deputy Chairman of State Committee of the Kazakh SSR on Youth affairs, physical culture and sports, as deputy Minister of Tourism, physical culture and sports of the Republic of Kazakhstan. Since 1993 till 1999 he worked in public organizations. In 1999 year he was elected as a deputy to the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation, as a member of Committee on social and cultural development. In October 2004 he was elected as Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation.

THE THIRD CONVOCATION

(2004 – 2007)

Elections to the Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation were held in September, 2004. 12 political parties participated in elections, 4 of them were in two electoral blocs structure.

As a result of the elections 77 deputies were elected to the Mazhilis of Parliament of the Republic of Kazakhstan.

67 deputies were elected in single-mandate territorial election districts formed according to administrative-territorial division of the Republic with approximately equal number of voters.

10 deputies were elected on the basis of party lists by proportional representation system and by territory of a single national election district. 7 deputies of them were from Republican political party “Otan”, one from Republican Party “Asar”, one from Democratic Party “Ak Zhol” and one from electoral bloc “AIST” (Agrarian – Industrial Union of Workers) from Agrarian and Civil parties of Kazakhstan.

From total number of elected parliamentarians 59 deputies were nominated by political parties: Republican political party “Otan” – 42 candidates, electoral bloc “AIST” – 11 candidates, the Republican Party “Asar” – 4 candidates, Democratic Party “Ak Zhol” – 1 candidate, Democratic Party of Kazakhstan – 1 candidate. There were 18 deputies as self-nominated candidates.

69 men and 8 women worked in the House structure. Average age of the Deputies of the Mazhilis of the third convocation was of 53 years old, the youngest deputy was 28 years old, and the oldest one was 73 years old. All Deputies were with higher education.

28 deputies had scientific degrees and titles, including 13 candidates and 15 doctors of sciences.

Engineers of different specialties dominated among parliamentarians– 21 persons, lawyers – 14 persons, economists – 16 persons.

An additional point is that in the Mazhilis of the third convocation there were deputies with qualification as specialists in agriculture, international relations, managers, doctors, teachers, military servicemen, journalists, cultural workers and others.

37 parliamentarians had graduated from two higher education institutions.

Over the past years the number of deputies with parliamentary experiencehas been increasing in the House. 29 deputies of the Mazhilis worked in previous convocation, another 3 – in the first and second convocations, 2 worked in Senate, 12 deputies were earlier the deputies of Supreme Soviet of different convocations.

MUKHAMEDZHANOV Ural B.

He was born in 1948 year in Kostanay. He graduated from Novosibirsk Institute of cooperative marketing, Higher Political Party School in Almaty.

In 1971 – 1975 he worked in Kostanay in the regional consumer's association, worsted and cloth plant. Since 1975 till 1992 he worked in different job positions in Komsomol and Party authorities, in regional Council of People Deputies of Torgay region. In 1992 – 1994 he was the head of Administration in Amangeldinskiy district of Torgay region. In 1994 he was elected as deputy of Supreme Soviet of Kazakhstan of the thirteenth convocation. In 1995 – 1997 he was the Head of department on social and cultural development of Government central office of the Republic of Kazakhstan. Since 1997 till 2004 he worked in the President’s administration of the Republic of Kazakhstan, starting from an inspector up to the head of department on organizational and control work. In September, 2004 he was elected as a deputy to the Mazhilis of Parliament of the Republic of Kazakhstan; in November 2004 he was the Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation.

Until the election he was Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the second convocation.

The Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation completed its activity on June 20, 2007 due to Decree of the President of Kazakhstan “About dissolution of the Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation and calling special elections of deputies of the Mazhilis of Parliament of the Republic of Kazakhstan”.

THE FOURTH CONVOCATION

(2007 – 2011)

Elections to the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation took place in August 2007 in accordance with amendments and additions made in the Constitution in May 2007.

In accordance with the amended Constitution, the Mazhilis consists of 107 deputies. 98 deputies were elected from the party lists on basis of universal, equal and direct electoral right by ballot vote in a single national election district. Other deputies were elected by and from Assembly of Peoples of Kazakhstan.

At the elections on August 18th, 2007 in which seven political parties participated, only Republican People and Democratic Party “Nur Otan” had overcome 7 percent’s barrier. The party's deputies occupied all 98 seats in the Mazhilis. 9 seats in the House were given to deputies elected by and from Assembly of People of Kazakhstan in August 20th, 2007.

39 deputies from deputy corps of previous convocation became parts of the Mazhilis: 24 persons were from state administration authorities, 19 persons were from local administration authorities, 8 persons were from business structures; 8 persons were from educational, scientific and cultural structures and 9 persons were from other sectors.

In the Chamber of Education, there mostly were engineers of various qualifications – 42 deputies, 34 lawyers, 23 teachers, a part of them had second higher education on another specialization. 21 deputies had economic education, 9 deputies had agricultural education.

The deputy corps was also represented by doctors, international relation experts, journalists, workers of culture and art, and other specialties.

15 doctors and 27 Ph Dsworked in the Mazhilis; 35 parliamentarians had two higher educations.

Representation of different nationalities was expanded in the House. The deputy corps consisted of 82 Kazakh deputies, 17 Russians, 2 Germans and by one from Belorussian, Balkar, Korean, Ukrainian, Uzbek and Uighur nationalities.

Number of women was almost doubled – 17 deputies.

The average age of the deputy corps of the Mazhilis of the fourth convocation was 52 years, which is one year less in comparison with the third convocation. According to age, the largest group was membership of 50-59 years old candidates; they were 44 deputies, followed by a group of 40-50 years old – 36 deputies, group over 60 years old – 23 deputies, and the smallest group of 30-40 years old – 4 deputies.

Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation

MUSSIN Aslan Ye.

He was born in 1954 year in Bestamak village of Aktyubinsk region. He graduated from Institute of National Economy in Almaty. He is an economist.

After graduation he worked as economist, head of calculation center’s team in the regional statistical management in Aktyubinsk. In 1976-1978 he was in the military service. Since 1979 till 1991 he was involved to the political party work. In 1991 – 1993 he was the Chairman of State Anti-Monopoly Committee of Aktyubinsk region. In 1993 – 1995 he was deputy, the first deputy head of Aktyubinsk regional administration, head of the regional economy management.

In 1995-2002 he was the mayor of Aktyubinsk region, 2002-2006 years – the mayor of Atyrau region.

From October 2006 he was the Minister of Economy and Budget Planning of the Republic of Kazakhstan, since January 2007 he was as Deputy Prime Minister of the Republic of Kazakhstan – Minister of Economy and Budget Planning of the Republic of Kazakhstan.

In August 2007 he was elected to the Mazhilis, in September of the same year he was the Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation.

He dismissed in October, 2008.

In August 2007 he was elected to the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation, was a manager of the party faction of People - Democratic Party “Nur Otan”, a member of Committee on Agrarian issues of the House. In October, 2008 he was elected as Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation.

DYACHENKO Sergey Alexandrovich

In August, 2007 he was elected to the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation, in September 2007 he was Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation. Before election he was a Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation.

He dismissed his deputy duties in March, 2010.

ZHUMAGULOV Bakytzhan T.

He was born in 1953 year in Kapal village of Taldykorgan region. He graduated from Kazakh State University named after S.M.Kirov. He is a mathematician, lawyer, candidate of Physical and Mathematical Sciences, Doctor of Technical Sciences, Professor, Academician.

He began his career as a rural school teacher, and then worked in Kazakh State University as a secretary of Komsomol Committee, deputy secretary of Party Committee, an associate professor, vice-rector, since 1992 he was the Head of the chair. Since 1991 till 2000 he was in office from academic secretary of Presidium till the president of Engineering Academy of the Republic of Kazakhstan. Since 2001he was employed as the first vice-minister of Education and Science, head of President’s Administration and Prime Minister’s Office. Since 2004he was as deputy head of central office of “Otan” party, since 2005 he was acting as Party Chairman.

In August, 2007 he was elected to the Mazhilis, in September of the same year he was Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation.

He dismissed his deputy duties in April, 2008.

KARIBZHANOV Zhanybek S.

He was born in 1948 in Aybas village of Sherbakulskiy district in Omsk region. In 1971 he graduated from Omsk agricultural institute named after S.M. Kirov, received a science degree of agronomist and economist. He is a candidate of Economic Sciences.

He began his career in 1971. He worked as a senior engineer, senior economist, assistant of the Omsk Agricultural Institute, head of the laboratory at the Moscow All-Union Research Institute of Cybernetics.

Since 1982, he worked as an economist, director of the farm, the first deputy chairman of the Turgay regional agro-industrial Committee of the Kazakh SSR.

In 1987-1989 he was the Head of the Main Planning Department of social and economic development of the agro-industrial complex of the State Agro-Industrial Committee of the Kazakh SSR, the first deputy chairman of the State Agro-Industrial Committee of the Kazakh SSR –the Minister of the Kazakh SSR.

He was a Member of the Supreme Council of the Kazakh SSR of the 12thconvocation.

In 1989-1993 he was the Head of Agriculture Department of the Central Committee of Kazakhstan Communist Party, Deputy Head of the Department of Agrarian Policy of the Central Committee of Kazakhstan Communist Party, Head of the department on social and economic policy of the Central Committee of Kazakhstan Communist Party, Head of the Department on Finance and Labour of the Executive Office and the Cabinet of Ministers of the Republic of Kazakhstan, Head of the Kokchetav oblast administration.

In 1993-2001 he was Deputy Prime Minister of the Republic of Kazakhstan –the Chairman of the State Committee of the Republic of Kazakhstan on state property, the Minister of Agriculture of the Republic of Kazakhstan, Deputy Prime Minister of the Republic of Kazakhstan, the mayor of Akmola oblast, Advisor to the President of the Republic of Kazakhstan.

In 2001-2007 he was in the diplomatic service –the Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan, Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan in the People’s Republic of China, Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan in the Socialist Republic of Vietnam, Mongolia, and North Korea concurrently. In 2007-2008 he was the mayor of the East region of Kazakhstan.

On May 14, 2008, because he was a candidate in the list of People's Democratic Party “Nur Otan”, he was elected as a Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan.

Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation

BOBROV Vladimir Ya.

He was born in 1953 in the town of Krasnoturinsk of Sverdlovsk region of the RSFSR. He graduated from the Pavlodar Industrial Institute. Specialty: Electrical Engineer, Ph.D., associate professor.

He began his career in 1975 as an assistant in Pavlodar Industrial Institute, and then worked as a lecturer, senior lecturer, head of the department of the same institution of higher education.

Since 1989 he worked in industry. He held a post of chief of foreign relations department, chief engineer, deputy general director of the trust “Elektrosredazmontazh”, Chairman of the Board - General Director of JSC “Kazenergocable” in Pavlodar. He was elected as a deputy of Pavlodar regional maslikhat (mayor’s office - note of translator).

From September 2004 to June 2007 he was a deputy of the Mazhilis of Parliament of the Republic of Kazakhstan of the third convocation; from September 2007 to April 2010 he was a deputy, Chairman of the Committee for Economic Reform and Regional Development of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation.

In April 2010he was elected as Deputy Chairman of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation.

The Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation completed its activity on November 16, 2011 owing to the publication of the Decree by the President of Kazakhstan “About the dissolution of the Mazhilis of Parliament of the Republic of Kazakhstan of the fourth convocation and calling of early elections of deputies of the Mazhilis of Parliament of the Republic of Kazakhstan”.

FIFTH CONVOCATION

(2012 - 2016)

The new composition of the Mazhilis of Parliament of the Republic of Kazakhstan of the fifth convocation was formed in January 2012.

Seven political parties participated in the election, three of which according to the outcomes gained more than 7% of the votes and passed intothe Mazhilis of Parliament: People’s Democratic Party “Nur Otan” (80.99%), the Democratic Party of Kazakhstan “Ak Zhol” (7.47%), Communist People’s Party of Kazakhstan (CPPK) (7.19%).

83 deputies work in the Mazhilis from the party of “Nur Otan”; 8 deputies work from “Ak Zhol” party; 7 deputies work from CPPK. 9 deputies are from the Assembly of People of Kazakhstan. In total, there are 107 members in the Mazhilis.

43 deputies of the previous convocation are the members of the Mazhilis.

In the Education House the engineers of various qualifications are dominated – 30deputies, 21 teachers, 13 lawyers. 21 deputies have economic education, 10 persons have agricultural one.

Doctors, philosophers, historians, political scientists, the military, journalists, workers of culture and art, and other specialties are also represented in the deputy corps.

2 academicians, 17 doctors and 25 PhDs work in the Mazhilis; 60 parliamentarians have two higher educations.

Representation of the different nationalities has expanded in the House. 76 Kazakh deputies, 21 Russians, 3 Ukrainians, 2 Germans and by one of Tatars, Chechens, Koreans, Uzbeks and Uighurs are in the deputy corps.

Number of women is 26 deputies.

The deputies’ average age in the Mazhilis of the fifth convocation is 56 years, which is four years more than in the fourth convocation. By age group the largest one is from 50 to 59 years old - 47 deputies, over 60 years - 34 people, and then there is a group from 40 to 49 years old - 22 deputies and the smallest group is from 30 to 39 years - 4 deputies.

He was born on in 1962 in Karaganda. He graduated from the Karaganda Polytechnic Institute. He is a Doctor of Political Sciences.

In 1985-1990 he worked as the first secretary of the Leninsky District Committee of Youth of Kazakhstan, the Deputy Head of the Komsomol Central Committee of Youth Organizations of Kazakhstan, as the secretary, as the first secretary of the Regional Committee of Youth of Kazakhstan in Karaganda.

In 1990-1993 he was Chairman of the Committee of Youth Organizations of Kazakhstan.

In 1993-1995 he was President of the Kazakh-American joint venture “Tengri”.

In 1995 - 1999 he was a State Inspector, Deputy Head of control organization department of the President’s Administration.

In 1999-2002 he was Deputy Mayor of Astana city.

Since 2002 till 2004 he was the Vice-Minister on Transport and Communications of the Republic of Kazakhstan.

Since 2004 till 2006 he was Deputy Head of the President’s Administration of the Republic of Kazakhstan.

Since 2006 till 2009 he was the Mayor of Karaganda region.

He graduated from the faculty of industrial and civil construction of the Tselinograd Civil Engineering Institute (1972), the major: a civil engineer; Alma-Ata Higher Political Party School (1989), the major: a political scientist.

He is a candidate of Technical Sciences. He is an Academician of the International Academy of Ecology. He is a Corresponding Member of the National Engineering Academy of the Republic of Kazakhstan. He is an Academician of the National Academy of Natural Sciences of the Republic of Kazakhstan. He is Chairman of the Supervisory Council of the Gumilyov Eurasian National University. He is Emeritus Professor.

Three books on building materials have been co-published.

DYACHENKO Sergey A.

He was born on September 18, 1952 in the village of Shortandy, Akmola Oblast, Republic of Kazakhstan. He graduated from the Kuibyshev Planning Institute (1973), the specialty: an economist; and Alma-Ata Higher Party School (1987).

He is Doctor of Political Sciences; Corresponding Member of the Academy of Political Science of the Republic of Kazakhstan.

He began his career in 1973 as an engineer-economist at the factory of devices and capacitors in Kuznetsk town of Penza region.

In 1973 he was drafted into the Armed Forces of the USSR.

After the army he returned to his home in Kazakhstan. For ten years he raised from the instructor in Shortandy district committee up to the second secretary of the Central Committee of the Young Communist League of Kazakhstan.

In 1985 - 1991 he was the first secretary of Kokchetav Municipal Committee of the Communist Party of Kazakhstan and at the same time (since 1990) - Chairman of the Kokchetav City Council of People’s deputies.

In 1991-1993 he worked as deputy chairman of the State Committee of the Kazakh SSR on Youth affiars, Physical culture and Sports, Deputy Minister of Tourism, Physical Culture and Sports of the Republic of Kazakhstan.

In 1993 - 1999 he worked in public organizations.

He was a confidant of N.A. Nazarbayev in Almaty city during the presidential elections in the years of 1999 and 2005.

He was born in 1948 in the Dengiz region of Guriev oblast.

He graduated from the Ufa Petroleum Institute. He is Doctor of Technical Sciences.

In 1971-1991 he worked in various positions in the office of Prorvynskaya drilling association “Embaneft”, in the management department of “Kazneftegazrazvedka”, in the Kazakh Exploration R & D Institute, during a business trip abroad as a part of the Soviet petroleum exploration expedition.

In 1991-1992 he was Head of the Ministry of Geology and Minerals Protection of the Republic of Kazakhstan.

In 1992-1993 he was Head of Oil and Gas Department in the Ministry of Geology and Minerals Protection of the Republic of Kazakhstan.

Since 1993 till 2003 he was the general director of the joint venture “Kazakhturkmunai”, executive director on shares management of CJSC NC “KazMunaiGas”, CEO of the Offshore Oil Company "KazMunayTeniz", managing director on shares management of JV NC “KazMunaiGas”.

PARLIAMENT of THE REPUBLIC of KAZAKHSTAN of THE SIXTH CONVOCATION: 2016

The elections to the Mazhilis of the Parliament of the Republic of Kazakhstan of the Sixth Convocation took place on 20 March 2016. Six political parties attended the elections, three of them received more than 7% of the votes and passed to the Mazhilis of the Parliament. Those are the Nur Otan Party (82.20%), the Democratic Party of Kazakhstan “AK Zhol” (7.18%), the Communist People’s Party of Kazakhstan (CPPK) (7.14%).

The Nur Otan Party accounts for 84 deputies in the Mazhilis, the AK Zhol Party – 7 deputies, CPPK – 7 deputies, 9 deputies were elected from the Assembly of People of Kazakhstan and 43 deputies of the previous convocation passed to the Mazhilis of the Sixth Convocation.

In general, the deputy composition was renewed by 60%. The new composition of the Mazhilis includes 78 (73%) men, 29 (27%) women.

The average age of the deputies is 55 (as of 31 March 2016); Under 40 years old – 7 deputies; from 40 to 60 years old – 77 deputies; over 60 years – 23 deputies.

34 (32%) of deputies have PhDdegrees. The deputies represent various spheres: public service, business, NGO, education, science and etc.

The ethnic composition of the Mazhilis is as follows Kazakhs, Russians, Ukrainians, as well as representatives of Azerbaijani, Armenian, Dungan, Korean, Uzbek, Uyghur, Chechen and other ethnic groups.
