THE MAZHILIS APPROVED DEPUTY AMENDMENTS TO THE CRIMINAL-EXECUTIVE LEGISLATION – I^st  READING

 Astana, April 22, the House of the Mazhilis. Today, the plenary session of the Mazhilis under the chairmanship of Kabibulla Dzhakupov has taken place, during which the deputies decided to transfer their one-day salary to help victims of flooding in some parts of the country.

On behalf of the Head of the State Nursultan Nazarbayev people in disaster areas are provided with all possible assistance and support. At the present time Kazakhstan people sent humanitarian assistance to the affected areas, and also provide other assistance measures.

The MPs’ action was also supported by the employees of the Executive of the Chamber.

At the plenary session in the first reading the Mazhilis approved  the amendments on the improvement of the criminal-executive legislation initiated by the Members of the Parliament.

- The law in draft is designed to bring the current legislation into conformity with the provisions of the Criminal Executive Code, - said Svetlana Bychkova, the secretary of the Mazhilis Committee for Legislation and Judicial and Legal Reform before the House.

In connection with such novelties introduction into the CEC as the individualization of punishment, promotion of convicts’ employment is necessary to make changes to the operating procedure of employment, social security, vocational training system, and the penal system institutions.

In general, the draft law adoption would ensure a more efficient job of re-socialization of persons released from prison, reduce recidivism by strengthening the system of social services, employment, and creation an integrated and systematic work of public authorities with the prisoners. In this connection, the Chairman of the Mazhilis Kabibulla Dzhakupov noted that the convicts’ employment issues are highly relevant; this issue has been repeatedly focused on by many deputies.

– Yes, the deputies are right that they are mostly able-bodied people up to 40-45 years. In general, what the labor force is! And it should be taken into account in the law in draft, that is, first of all, the issues of employment, - the Speaker said, while instructing to carefully elaborate them in the working group.

Agreeing with the arguments the leader of the working group on the law in draft, Svetlana Bychkova asked for a help in this direction from fellows-deputies, the Parliamentary faction of “Nur Otan” in order to create a legislative framework governing the employment issues. Today also in the first the Mazhilis approved the government law in draft “On Informatization” with consequential amendments. The purpose of the law in draft is to ensure the further information development of Kazakhstan’s society by the legal implementation of an effective system of its organization to meet modern international standards. Such a clarification is made in the co-report by a member of the Mazhilis Committee for the Socio-Cultural Development Gulnar Seytmaganbetova.

The law in draft reveals the basic concepts, defines the principles, goals and objectives of state regulation of social relations in the field of informatization, establishes the competence of the Government of the Republic of Kazakhstan, of the authorized body and other state bodies in the field of informatization, public technical service, the National Institute of Development in the field of information and communication technology, of the service integrator “electronic government”, of the operator of information and communication infrastructure "electronic government", of the Single Contact-Center.

At the plenary session the House also approved the laws in draft on ratification of two agreements with Kyrgyzstan on confidence arrangements within the border area and the activities of boarder representatives. 

As of the member of the Mazhilis Committee for International Affairs, Defense and Security Yersultan Bekturganov the documents provide, inter alia, timely notification and assistance in case of natural disasters, as well as the adoption of joint measures to struggle the arms and drugs smuggling.

And on this day the Mazhilis started the work on a new draft law on ratification of the Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters.
