MAJILIS - 20TH ANNIVERSARY OF THE CONSTITUTION: THE INTERNATIONAL SCIENTIFIC CONFERENCE

Astana, May 21, the House of the Mazhilis. Today in Astana the international scientific-practical conference was held on the theme: “Actual directions to implement the provisions of the Constitution in the legislation of the Republic of Kazakhstan”.

Forum dedicated to the 20^thanniversary of the Basic Law, organized by the Mazhilis of the Parliament in association with the Constitutional Council of Kazakhstan and Public Association “Kazakhstan Union of Lawyers”.

 In his opening speech the Chairman of the Mazhilis Kabibulla Dzhakupov noted that all these years the Basic Law has been and remains on guard of political independence and national sovereignty of the country and all many-sided activities of the state is based on the Constitution, within the frames of the Constitution, in accordance with its principles and norms.

Social cohesion and political stability, economic development for the benefit of all the people, Kazakhstani patriotism, resolution of the most important issues of public life through democratic means are basic constitutional principles of our Republic, noted the Chairman of the Mazhilis.

Through the strategically correct policy, based on the provisions of the Constitution, the First President, Leader of the Nation Nursultan Nazarbayev, our country has made significant economic, political and social progress, said Kabibulla Dzhakupov.

In the world economy crisis, the new economic program “Nurly Zhol” is being implemented. Kazakhstan takes the third phase of state building - the way to Everlasting Nation (Mangilik El). And that is why the efforts of government agencies, society, every citizen should be focused on implementation of five institutional reforms put forward by the Head of state, said the Speaker of the Mazhilis.

Today, the National Commission for modernization is actively working established by the Head of State. Just yesterday, on May 20, the people of Kazakhstan is represented with the “Plan of the nation - 100 concrete steps” to implement the Five Reforms. In this regard, the Chairman of the Mazhilis noted that the Parliament faces massive challenges, which are to provide high-quality legal framework to implement the strategic ideas of the President, put forward in its program “Modern State for everyone: five institutional reforms”.

The deputies will make every effort for the unconditional and timely legislative support for the policy of Nation Leader N.A. Nazarbayev, said Speaker of the Mazhilis. Parliament of the country is always open for constructive cooperation with the scientific, expert, professional community.

Words of welcome to the participants of the conference were said by the Secretary of State, Chairman of the National Commission for Women Affairs, Family and Demographic Policy under the President of RoK Gulshara Abdykalikova, by Chairman of the Constitutional Council Igor Rogov, by Deputy Prime Minister Berdybek Saparbayev, by the Chairman of the supervisory judicial board on civil and administrative cases of the Supreme Court Yelis Abdykadyrovand the First Deputy Chairman of the International Union of Lawyers Alesker Tagiyev.

Discussion of the agenda of the conference continued at the meetings of the two working sessions. The first one is devoted to the discussion of the main development directions of law enforcement and judicial systems and human rights institutions in Kazakhstan in the light of the Constitution requirements. The session moderator is the chairman of the Mazhilis Committee for Legislation and Legal Reform, Chairman of the Kazakhstan Union of Lawyers Rakhmet Mukhashev.

Presentations were made by the Minister of Justice Berik Imashev (“Actual directions of legislative activity improvement of the Government of the Republic of Kazakhstan”), by the Commissioner for Human Rights in the Republic of Kazakhstan Askar Shakirov (“Human rights and civil rights provision as a vector of implementation of the Strategy “Kazakhstan – 2050”: the new policy of the established state”), by a member of the Constitutional Council of Kazakhstan Victor Malinovsky (“Crucial role of the First President of Kazakhstan - Leader of the Nation N.A. Nazarbayev in the sequential approval of Kazakhstani constitutionalism”), by a judge of the Supreme Court Akyltay Kassimov (“Legislative Support Development of the judicial system in the Republic of Kazakhstan”), by the Deputy Prosecutor General of Kazakhstan Zhakip Assanov (“Potential of the Constitution of the Republic of Kazakhstan and some issues on the legislation improvement”), and by the First Deputy Minister of Internal Affairs of Kazakhstan Marat Demeuov (“Some features of the law enforcement bodies of internal affairs”).

“Ensuring the constitutional rights for citizens of the Republic of Kazakhstan is the main goal of social policy” - the theme of the second session of the conference was moderated by Deputy Chairman of the Mazhilis, the head of the parliamentary faction of “Nur Otan” Dariga Nazarbayeva.

During this session, presentations were made by the Minister of Health and Social Development Tamara Duysenova (“Improvement of the life quality is the purpose of the policy for social modernization of the state”), by the Vice-Minister of Education and Science Takir Balykbaev (“The purpose of the state policy improvement in education sphere is the formation of a nation educated, the main factor of the state stability”), by the Minister of Culture and Sports Arystanbek Muhamediuly (“On the implementation of the Concept of the cultural policy of the Republic of Kazakhstan in order to achieve the Kazakhstani identity”).

His views on the subject of the conference were also shared by the Chairman of Mazhilis Committee for Socio-Cultural Development Gulnar Iksanova (“Modernization of the legislation of the Republic of Kazakhstan in the field of minimum social standards is the mechanism of the constitutional social rights implementation”) and by the deputy of the Mazhilis, chairman of the Social Council of the faction of the party “Nur Otan” in the Mazhilis of the Parliament of the Republic of Kazakhstan Aitkul Samakova (“On implementation of the social indicators by the Republic of Kazakhstan defined by the Millennium Declaration”).

Summing up the conference, Chairman of the Mazhilis Committee for Legislation and Judicial and Legal Reform Rakhmet Mukashev noted that the provisions of the Constitution itself have not completely exhausted, but on the contrary provide an opportunity for further democratization of the political system and to effectively develop a working model of the modern market economy. And our Constitution in this case acts as a guarantor, which ensures the stability and effectiveness of the law.

Thanking the participants of the conference for their interesting ideas and suggestions, the Head of the profile Committee of the Mazhilis assured that they will no doubt be taken into account by deputies in the legislative process.
