THE VI PLENARY SESSION OF PARLIAMENTARY ASSEMBLY OF TURKIC SPEAKING STATES TOOK PLACE IN ASTANA

 

Astana, December 4, the House of the Mazhilis. In Astana, the regular VI plenary session of the Parliamentary Assembly of Turkic-speaking states chaired by the Speaker of the Mazhilis Kabibully Dzhakupova was held.

The parliamentary delegations from Azerbaijan, Kyrgyzstan and Turkey along with Kazakh parliamentarians attended it. The delegation of the National Assembly of Hungary also attended it as the observers, which received this status in the previous V plenary session of TurkPA in Baku.

At the meeting opening Kabibulla Dzhakupov as the acting Chairman of the TurkPA outlined the main directions of Kazakhstan’s activities under the chairmanship of the Parliamentary Assembly.

According to the Chairman of the Mazhilis, our country, maintaining the continuity, using of accumulated experience and continuing the best practice of the Assembly, intends to continue the interaction strengthening in all the areas of cooperation among the members of this organization.

At the same time Kabibulla Dzhakupov stressed that the Assembly and its activities must conform to modern trends of development of our countries and external challenges.

The Speaker of the Mazhilis called the three main directions of TurkPA activity, which, in his opinion, would be a promising agenda of the Assembly in the coming years.

Among them there are the actualization of the content and effectiveness of the TurkPA commissions’ activity.

In this regard, within the framework of the Commission on Legal Affairs and Foreign Affairs it is proposed to organize a roundtable about combating international terrorism and extremism, with the participation of parliamentarians, international experts, religious figures.

- The idea of ​​President Nursultan Nazarbayev voiced at the UN General Assembly in September this year on establishment of a global network under the sponsorship of the United Nations to counter international terrorism and extremism, - said K.Dzhakupov.

 In the framework of the Commission on Economic Cooperation the Speaker of the Mazhilis proposed to organize a meeting of the parliamentary committees that in charge of financial issues, the economy and agriculture to discuss the adoption of joint measures to enhance economic cooperation.

 

- Our countries have a unique opportunity to become an important part of the strategic transcontinental route of the New Silk Road. This route passes through all our countries and is aimed at forming a common Eurasian trade and economic space and transcontinental transport corridor along the zone of the Economic Belt of the Silk Road, - said K.Dzhakupov.

As part of the TurkPA Commission on Environment and Natural Resources it is proposed to organize a seminar on environmental problems of the Caspian Sea, and the Commission on Social, Cultural and Humanitarian Affairs is to support new joint research projects, join efforts to preserve the ancient historical monuments. In addition, within the framework of EXPO 2017 under the aegis of the Turkic Council and the Assembly is scheduled to hold a festival of Turkic culture.

The second work direction of the parliamentarians is suggested to identify the convergence of national legislations.

The Chairman of the Mazhilis said that Kazakhstan will continue the practice of experience exchanging and accumulation of expert potential on national legislation introduced in the course of the Turkish and Azerbaijan chairmanship.

The third direction of ​​activity, according to K.Dzhakupov, will be the activation of the international activities of TurkPA. Potential of TurkPA can be used to support and promote international initiatives of our countries and joint projects on international markets and in the framework of international organizations.

- Today, through the instruments of parliamentary diplomacy, it is important to expand cooperation with our colleagues from the brotherly Turkic republics - Uzbekistan and Turkmenistan in the field of economy, international cooperation and regional security, culture and education. Of course, it should be on a voluntary basis, - said Speaker of the Mazhilis.

Kabibulla Dzhakupov proposed to organize a regular Meeting of chairmen of parliamentary committees on Foreign Affairs to discuss the current agenda and areas of joint work.

- Collaboration of all Turkic institutions will strengthen Turkic unity, peace and prosperity of our brotherly countries and peoples, - concluded the Chairman of the Mazhilis.

At the VI plenary session the Chairman of the Jogorku Kenesh Assilbek Jeenbekov, Speaker of the Azerbaijani Parliament Oktay Asadov, Deputy Chairman of the Grand National Assembly of Turkey Ahmet Aydin and Vice-Speaker of the National Assembly of Hungary Martha Matrei also spoke.

Participants of the annual forum reviewed the proposals of the current TurkPA commissions heard the reports of TurkPA observers of the missions on the presidential elections in Kazakhstan and Turkey, as well as the parliamentary elections in Azerbaijan, Kyrgyzstan and Turkey.

According to results of VI Plenary Session of the Assembly the Astana Declaration of TurkPA was adopted.

The document, in particular, notes that the Parliamentary Assembly highly appreciates the results of V Summit of the Cooperation Council of Turkic States (Turkic Council), held on September 11, 2015 in Astana, and reaffirms its willingness to give legislative support for the decisions and initiatives adopted in the framework of the Turkic Council.

“The Parliamentary Assembly strongly condemns all acts, methods and practices of terrorism in all its forms and manifestations, regardless of any reasons, the commission places and committed individuals. The Parliamentary Assembly reaffirms its commitment to strengthen cooperation and coordination between Members-States in the fight against terrorism, radicalism and violent extremism, including transnational organized crime, drug trafficking, arms smuggling, human trafficking and migrants”,- says the text of the Declaration.

In addition, the Parliamentary Assembly calls upon Members-States to use as an advantage transportation and transit projects that are commissioned in the Members-States, and in this regard calls for further measures to simplify legal and technical procedures directed to increase traffic and transit potential of the members countries.

The Parliamentary Assembly is concerned about problems facing the global humanitarian system, and calls upon the Members-States as possible at the highest level to take part in the World Humanitarian Summit to be held on May 23-24, 2016 in Istanbul at the level of Heads of States and Governments.

By the decision of the TurkPA the following VII Plenary meeting will be in 2016 in Kyrgyzstan.
