NURLAN NIGMATULIN ELECTED CHAIRMAN OF MAZHILIS

Astana, June 22, Mazhilis House. Today, in the plenary session of Mazhilis, at the suggestions of the parliamentarians from all parliamentary factions and deputy group of the Assembly of People of Kazakhstan, Mr Nurlan Nigmatulin was unanimously elected the Chairman of Mazhilis by the deputies of Mazhilis House.

The ex-chairman of this House of the Parliament Mr Baktykozha Iznukhambetov applied for resignation at his own request as he was elected on the position of the Chairman of the Central Council of the Republican Association “Organization of Veterans”.

The Mazhilis accepted the resignation of Mr B.Iznukhambetov.

On the previous day, the candidacy of Nurlan Nigmatulin was placed in nomination for Chairman of Mazhilis in the session of “Nur Otan” party’s faction. During discussions conducted prior to the secret ballot procedure, the leaders of the parliamentary factions and the representatives of deputy group of the Assembly of People of Kazakhstan expressed their opinions on the matter. Among those delivering speech there were Mazhilis’ parliamentarians such as K.Sultanov, A.Peruashev, B.Kosarev, N.Sabilyanov, and I.Aronova. The leader of the Kazakhstani “Ak Zhol” Democratic Party’s faction Azat Peruashev mentioned a major contribution that Mr.N.Nigmatulin had made in the shaping of democratic traditions of parliamentarism. 

Mr A.Peruashev put it in the following way: “Considering his vast positive experience and the attention that Mr. N. Nigmatulin has paid to the problems associated with business activity, market reforms and the support to Kazakhstani domestic entrepreneurs, we have high hopes for our co-operation in the sixth convocation. That is why I am discarding a promise I gave four years ago as for nominating an alternative candidate from our faction. The “Ak Zhol” party’s faction is maintaining the candidature of Mr N. Nigmatulin. I am making a call for our colleagues to support this candidature”.

Mr. Valadislav Kosarev, the leader of “People’s communists” party’s faction, also supported his colleague by calling his faction to vote for Mr. N. Nigmatulin’s candidature. In particular, the communist parliamentarian made a point of the sustainability of Mr N.Nigmatulin’s previous work in the hot seat of Speaker of this multiparty Parliament. Mr. N. Nigmatulin was elected on the position of Chairman of Mazhilis by the House following the secret ballot procedure with the use of voting papers. To perform such a procedure, a vote count panel was formed, voting booths were arranged, and a transparent ballot-box was installed. On having thanked the deputies of Mazhilis for their support, Mr N. Nigmatulin stressed the point that it was a great honor to him and, in the first place, it was an immense responsibility before the Head of the State and Leader of the nation, Mr Nursultan Nazarbayev, as well as before the whole deputy corps.  

“Our common goal lies in setting up a pre-planned systematic stage for the whole legal framework to implement the five institutional reforms and “100 particular steps” which are specified in the programme of our Head of the State. To accomplish all these tasks in hand, I will certainly ensure a balanced approach to the opinions of all party factions and deputy groups as I strongly believe that only an inter-party dialogue will make it possible for us to organize a systematic and qualitative work on creating a legislative support to the reforms and programmes initiated by the Head of our State”, said  Mr. Nigmatulitn).
