Economic growth and "Nurly Zhol" program implementation - Government hour in Mazhilis


                Astana, September 19, House of Mazhilis. The first Government hour in the second session took place in Mazhilis. Subject - "Economic growth and implementation of the state program for infrastructure development "Nurly Zhol".

                The meeting was attended by experts from Economic Research Institute, Kazakhstan center of housing and communal services, Trade Policy Development Center, Kazakhstan Center of public-private partnership, as well as mass media.

Along with representatives of several ministries the Government hour was also attended by representatives of the National Bank, leading joint-stock companies of quasi-public sectors, heads of Akimats of the capital, Akmola and Karaganda regions.

While opening the meeting, the Vice-Speaker of Mazhilis Vladimir Bozhko said:

- The President set the main task - to provide support to those industries that produce the greatest multiplier effect on economic growth and employment especially.

The Vice-Speaker also reminded that a systematic work on legislative providing of "Nurly Zhol" program was conducted in Mazhilis. At the same time, V. Bozhko drew attention to instructions set by the Head of State on the need of objective severity from both the Parliament, and from the Government.

Reports and supporting reports were presented to deputies of Mazhilis by the Minister of national economy Kuandyk Bishimbayev and the Chairman of Mazhilis Committee on economic reforming and regional development Nurtay Sabilyanov.

Noting that the "Nurly Zhol" state program has become the core of a new economic policy and represents a timely instrument of response to difficult conditions of development in the world, N. Sabilyanov focused on specific issues in several directions of the program.

Particular attention was paid to matters of modernization of housing and utilities infrastructure and water and heat supply networks.

According to N. Sabilyanov, despite considerable governmental financing of the sphere the expected results were not achieved.

As noted by the Mazhilisman, 40% of heating systems are strongly deteriorated, and more than a half of boilers work at low efficiency level – on average 41%, which affects huge heat losses.

The problem of ensuring water supply to settlements of regions is still not solved completely. Water supply across the country makes 60%, and in some regions - 20-40%.

- During the meetings of members of the Parliament with voters in regions, the matter of water supply was the most urgent. Citizens were resented by the fact that in the presence of ready documents on projects of water supply, these projects were not included into the national budget year after year. According to state authorities, there are currently projects of water supply ready to be financed for the amount of more than 100 billion tenges. At the same time, in 2016, only 640 million tenges were allocated for financing, while in 2017 this amount will make 19,9 billion tenges. Therefore it is necessary to finance only ready projects on water supply, and a high degree of organization and coherence in this matter is required from the relevant state authorities, - said N. Sabilyanov.

Another topic that received special attention was housing.

- According to "Nurly Zhol" program, 180 billion tenges were allocated for 2015-2016 for construction of rental and credit housing, and 202 billion tenges were added to that amount on February 10, 2016. In general, across the republic 740 billion tenges were invested in housing construction in 2015, in January-July of 2016 – 422 billion tenges, - noted N. Sabilyanov. At the same time, according to the Mazhilisman, uneven distribution of money resources among operators of the state program causes circumspection.

- We believe that the Ministry of national economy needs to toughen control over efficient use of budgetary funds, - added N. Sabilyanov.

Recommendations of mazhilismen included use of accumulated potential for the application of principles of public-private partnership, including equity in housing construction.

Deputies were also concerned about the excessive number of operators and agents of housing construction implementation.

The matter of housing was mentioned also in speeches of mazhilismen Omarkhan Oksikbayev and Amanzhan Zhamalov.

In particular, A. Zhamalov drew attention to the fact that there were five organizations involved into construction within "Nurly Zhol" program.

- It leads to the lack of responsibility for achievement of specific results. Within elaborated "Nurly Zher" program, it is offered to determine a single operator of housing construction, so that we can know who is responsible and what results to expect, - said the Mazhilisman. 

Parliamentarians were also concerned about the matter of workplaces creation.

As noted by the deputy of Mazhilis Gulzhana Karagusova, only a quarter of all created workplaces from planned amount was constant. In other cases they were temporary.

In addition, there was a matter of support of entities not working and not paying taxes.

- Why is there still no mechanism of return of budgetary funds subsidies by these entities? Why does not production sphere receive the majority of subsidies? Why is there no personal responsibility of persons of state authorities for issuing of subsidies to not working, obviously unprofitable and not paying taxes subjects of entrepreneurship? – the deputy Maira Aysina addressed those questions to the minister.

The meeting also included speeches of mazhilismen G. Shipovskikh, S. Utebayev, A. Kurmanova, M. Pshembayev, P. Sharapov, A. Nurkina, A. Tasbulatov, T. Syzdykov, N. Zhumadildayeva, S. Imasheva, M. Kazbekova, Z.Baliyeva, V. Kosarev, K. Sultanov, B. Abdiraiym, B. Maken, etc. The minister assured that on a number of questions and speeches he would make written answers and comments. 

Summing up the results of Government hour, the vice-speaker of Mazhilis V. Bozhko noted that measures for implementation of "Nurly Zhol" state program were taken. This minimizes the impact of the global crisis on economy of our country.

As V. Bozhko emphasized, it is reasonable to declare that deputies received a large amount of important information that would promote better legislative activity, better preparation for a meeting with voters and an explanation of provisions of an economic part of five institutional reforms.

At the same time the Vice-speaker expressed confidence that the management of the Ministry of national economy and other departments would pay attention to the matters brought up by MPs on various aspects of "Nurly Zhol" program development and would take measures for strengthening of work on its implementation. This will ensure the quality performance of the tasks set by the Head of the state.

In conclusion of a meeting were accepted recommendations following the results of Government hour.

The government, in particular, is recommended to toughen responsibility of local executive bodies along with fixing of personal responsibility of heads of regions for timely and effective application of funds allocated for State Program implementation.

Parliamentarians also recommended determining a Single national operator performing functions on management of financing, construction and sale of real estate objects within "Nurly Zhol" program of strengthening of housing infrastructure, and to personalize responsibility of the first head for achievement of results.

MPs recommend estimating the intermediate period of “Nurly Zhol” program implementation and carrying out the analysis of economic effect of the funds allocated within the program until January 1, 2017.

Recommendations also include a quarterly report for Mazhilis on course of implementation of "Nurly Zhol" state program, including regions, by the 10th day of the reporting month.
