Astana, November 8, House of the Mazhilis. The Ministry of Labor and Social Protection of the Population presented today to the Mazhilis deputies new legislative amendments on the introduction of special social payments to citizens who have been working in hazardous working conditions for a long time.
The proposed legislative innovations were developed by the Government in pursuance of the instructions of the Head of State, voiced in the Address to the People of Kazakhstan dated September 1, 2023.
According to the First Vice Minister of Labor and Social Protection of the Population Akmadi Sarbasov, the new norms are aimed, in particular, at improving the system of compulsory social insurance of an employee against accidents during the performance of his work duties and providing regress workers in the transition period with the right to receive insurance payments. To implement these measures, it is planned to introduce amendments to the Civil, Labor, Social Codes and the Law «On compulsory insurance of employees against accidents during the performance of their labor (official) duties».
Akmadi Sarbasov explained that since 2014, mandatory professional pension contributions in the amount of 5% of wages have been made at the expense of employers for workers employed in hazardous working conditions. They are also given the right to early retirement if pension savings are sufficient: for men - 5.3 million tenge, for women - 6.8 million tenge. In this case, the special social payment will consist of several components and will be made from four sources. This is a special professional payment from the republican budget in the amount of 1.5 times the subsistence minimum; from the UAPF at the expense of mandatory professional pension contributions and mandatory pension contributions, taking into account existing pension savings; from life insurance companies in the amount of 1 living wage; at the expense of employers in the amount of 1 living wage.
- The introduction of special social payments will ensure joint responsibility of the state, employer and employee, and will increase the level of social protection of people working in hazardous working conditions, - specified the vice minister.
During the presentation, A. Sarbasov answered questions and provided explanations for the comments of the Mazhilis deputies.
In the future, work on the bill will continue in the working group led by Deputy Nartai Sarsengalieva.
