Dear Mr. Chairman, the President of the Republic of Turkey,
Dear Secretary-General of the OIC,
On behalf of the President of the Republic of Kazakhstan I express sincere gratitude to the Republic of Turkey for convening the Extraordinary Islamic Summit Conference to review the developments around the City of Al-Quds Ash-Sharif. Kazakhstan fully supports actions taken by the OIC Chairmanship to protect the dignity of the Muslim Ummah amid growing escalation in the Middle East.
The abrupt decision of the US to recognize Al-Quds Ash-Sharif as the capital of Israel taken despite views held in Muslim countries, as well as in other states and global stakeholders undermines very fragile peace in the Middle East, jeopardizes security not only in the region yet far beyond spilling into global security crisis.
Therefore Kazakhstan advocates strict implementation of the resolutions of the UN Security Council and General Assembly on the status of Eastern Al-Quds as an integral part of the State of Palestine.
The UN is an indispensable organisation, so its resolutions reflecting positions of the majority of states should be respected.
President of Kazakhstan Nursultan Nazarbayev in his Manifesto “The World. The 21st Century” declared the elimination of the root causes of wars and conflicts as the main goal of humanity. Kazakhstan welcomes all peacemaking efforts aimed at resolving the Arab-Israeli conflict and bringing comprehensive peace to the region. We call on the participants of the OIC to support the 2002 Arab Peace Initiative, which provides a strategic road map for equal security and peaceful coexistence in the Middle East.
It is essential to urgently step up the negotiations on the Middle East peace based on the two-state solution at the Palestinian-Israeli bilateral level as well as within the Middle East Quartet.
Kazakhstan contributes into this peace process as well. The Conference on Interaction and Confidence-building Measures in Asia and the Congress of the Leaders of World and Traditional Religions initiated by Kazakhstan serve as fruitful platforms for dialogue and amalgamating positions of the countries in the region. Astana has been successfully fulfilling its mediation mission providing a platform for talks on Syria.
As a non-permanent member of the UN Security Council Kazakhstan is determined to do its utmost to avoid mounting hostility and violence and to stabilize the situation in the Middle East.
The Kazakh Chairmanship agenda on the UN Security Council in January 2018 includes special debates on the Middle East. We will also support efforts to promote peace process in this extremely important region and call on other OIC member-states to do the same.
The great city of Al-Quds Ash-Sharif will always remain a sacred place of the three major religions. We should avoid the persistence of conflicts and sliding back to the dark Medieval wars over the sole possession of this city. We must remember that Al-Quds is heritage of all humankind and people have a right to live in peace and mutual understanding in this holy place.
In this regard Kazakhstan advocates maintaining an open status of Al-Quds affirmed by the UN. Our key vision is to unite efforts of all states striving to restore peace in the Middle East. I hope that the documents adopted at this Summit will be widely supported worldwide.
The Muslim Ummah itself should be united. To this end last April the leaders of Kazakhstan and Turkey initiated the Islamic Rapprochement that if properly implemented would emerge as a platform of unity and cooperation in the Muslim community. Reconciling differences between states and confessions in the Muslim world may become a key factor in making it a zone of peace, stability and prosperity.
