THE FINAL CEREMONY OF THE “MEMORY RACE” ACTION TOOK PLACE IN SAINT-PETERSBURG

Astana, April 17, the House of the Mazhilis. The delegation of the mazhilismen headed by the Chairman of the House Kabibulla Dzhakupov in the city of Saint-Petersburg took part in the final ceremony of the large-scale action “Memory Race” organized by the Inter-Parliamentary Assembly of the CIS in honour of 70-years of the Victory in the Great Patriotic War of the years of 1941-1945. This Action started on March 11 in the capital of Belorussia the city of Minsk. The delegation of the Inter-Parliamentary Assembly visited the capitals of the Commonwealth, where it visited the memorials raised in memory of fallen during the Great Patriotic War, and in the special capsules it took particles of the Eternal Flame away. During the final solemn ceremony in the Main yard of Tauride Palace the representatives of the parliaments of the states-members of IPA CIS joined the flames particles into one great torch – united fire of the Commonwealth that is handed to the branch of the State Museum of History of Saint-Petersburg – “Monument to heroic defenders of Leningrad”. Also within the frames of the solemn events in the Presidential library named after B.N. Yeltsin there was an opening of the exhibition “We won because we were united”. There are documents, photos, newsreel that recorded the main milestones of the Great Patriotic War of the years of 1941-1945. Also one can see the authentic things of armament and uniform, private and personal things of soldiers of the Red Army, awards and decorations. A separate exposition is devoted to Kazakhstan and Kazakhstani people’s contribution to the cause – Victory in the Great War. The members of the delegation of the Mazhilis were M. Ashimbayev, M. VICE-SPEAKER OF THE MAZHILIS D.NAZARBAYEVA MET IN MOSCOW WITH THE LEADERS OF RUSSIAN FINANCE

Astana, April 03, the House of the Mazhilis. On April 02 within the frames of the working visit to Russian federation the Kazakhstan Parliamentary Delegation headed by the Deputy Chairman of the Mazhilis Dariga Nazarbayeva held the meetings with the leaders of the Federal Service on Financial Monitoring (Rusfinmonitoring) and the Federal Tax Authority (FTA). The purpose of the visit to Moscow was the study of the Russian experience in the spheres of financial monitoring and tax administration. The Head of Rusfinmonitoring Mr. Yury Chikhanchin told the Kazakhstani delegation members about the establishment experience of the service headed by him, about the activity principles and directions, the instruments applied, the interaction format with other state authorities, directions of the international cooperation, and so on. Some special attention was given to get familiarized with the activity of the Risk Estimation Center. According to the results of the negotiations the following agreements have been achieved: agreement on continuation and enhancement of the cooperation, including in the sphere of profile staff training, etc. During the meeting in FTA the Head of the Authority Mr. Mikhail Mishustin introduced the Kazakhstan delegation to the main activity principles and directions of the Russia tax service. The Russian party has presented the current Internet-portal that provides both individuals and legal entities with the possibility to receive the simplified access to maximal number of state services in the tax sphere. The work effectiveness is achieved, including, at the expense of possible business expenditures and at tax payment by the individuals and interrelation with the tax authorities. The outcomes of the meeting were the agreements on continuation of Kazakhstan and Russia tax authorities’ collaboration. The deputy of the Mazhilis Gulzhana Karagussova and the senator Rashit Akhmetov took part in the meetings.

K.DZHAKUPOV TOLD IN VIETNAM ABOUT THE MODERNIZATION OF KAZAKHSTAN

Astana, March 31, the House of the Mazhilis. The Delegation of Kazakh parliamentarians headed by Chairman of the Mazhilis Kabibulla Dzhakupov during the first official visit to the Socialist Republic of Vietnam, met with the students of the National Political Academy named after Ho Chi Minh, and also took part in the opening of the new building for the Embassy of Kazakhstan in Vietnam. K.Dzhakupov talked about the development features of modern Kazakhstan, about the programs of the President Nursultan Nazarbayev “Strategy 2050”, and the Program of Forced Industrial-Innovative Development “Nurly Zhol”. - Vietnam set a target to achieve by 2020 the status on the industrial economy, the modernization of the manufacturing sector and increasing the share of high-tech industries. The course of your country for industrialization according to its aims and objectives, in turn, is closely linked to the new economic policy “Nurly Zhol”, the main core of which is the Plan for infrastructure development. The successful implementation of this plan will enable our country not only to counter threats and crises, but also enter in the thirty most developed countries in the world by 2050 - said the Speaker of the Mazhilis. According K.Dzhakupov practical interest for Kazakhstan is Saigon Hi-Tech Park that has been developing in the field of microelectronics, energy-saving and nanotechnology. In addition, members of the parliamentary delegation, consisting of Senator E.Mukayev, members of the Mazhilis M.Ashimbayev, R.Madinov, A.Bimendina, V.Kiyansky and U.Medeuov, took part in the opening of the new building for the Embassy of Kazakhstan in Vietnam. It is noted that this event is a vivid evidence of the States’ interest in strengthening of bilateral relations, the sign of a special relationship of friendship, trust and partnership.

K. DZHAKUPOV DURING THE COURSE OF OFFICIAL VISIT TO VIETNAM TAKES PART IN THE 132ND ASSEMBLY OF INTER-PARLIAMENTARY UNION.

Astana, March 28, the House of the Mazhilis. The delegation of the Kazakhstani parliamentarian sheaded by the Chairman of the Mazhilis Kabibulla Dzhakupov officially visited the Social Republic of Vietnam, where today 132nd Assembly of Inter-Parliamentary Union has opened. The main theme of the high Parliamentary Forum of this year is the goals for sustainable development after the year of 2015. As a part of the general debate the speech of thee Chairman of the Mazhilis K. Dzhakupov is expected. The program scheduled meetings with President of Vietnam, Truong Tan Sang, and the Chairman of the Inter-Parliamentary Union Saber Hossain Chowdhury, Speakers from Vietnam, Jordan, and Sweden. Today, in the framework of the official visit the Kazakh parliamentarians visited the province of Quang Ninh–a developed industrial and tourist region in the northeastern Vietnam. In the administrative center of the province of Halonge city the Speaker of the Mazhilis Kabibulla Dzhakupov met with the Permanent Deputy Secretary of the Party Committee of Quang Ninh province Do Hy Hoan. K.Dzhakupov congratulated on the 85thanniversary of the founding of the Communist Party of Vietnam, as well as the 70th anniversary of the independence of the Socialist Republic of Vietnam. The Speaker of the Mazhilis informed about important programs that are implemented in Kazakhstan today. This, above all, was the New Economic Policy “Nurly Zhol”. As promising areas of cooperation the parties noted the sphere of tourism, oil and gas industry, as well as cooperation in the framework of free trade area establishment with the Customs Union. Kabibulla Dzhakupov and Do Hy Hoan stressed the importance of the Kazakh-Vietnamese relations strengthening, including those between the regions. The meeting was also attended by members of the delegation of the Mazhilis M.Ashimbaev, R.Madinov, V.Kiyansky, U.Medeuov, and the Senator E.Mukayev.

The MAZHILIS – EU: THE COMMITTEE FOR PARLIAMENTARY COOPERATION

Astana, March 27, the House of Mazhilis. Today the deputy of the Mazhilis in the Parliament, a member of the Committee for Parliamentary cooperation “Republic of Kazakhstan – European Union” Aygul Solovyeva accepted the head of the Central Asia Department of European service for foreign actions Toyvo Klaar. During the conversation about the ties strengthening Aigul Solovyova stressed the importance of the visit of the Head of State Nursultan Nazarbayev to Brussels, during which the work on drafting the Agreement on enhanced partnership and cooperation between Kazakhstan and the European Union was started. Toyvo Klaar assured that the EU is making efforts to enhance cooperation, including the matters of liberalization and facilitation of visa regime. By noting the dynamics of the bilateral relations development in the economic and trade issues, the two parties expressed their hope for active cooperation of parliamentarians within the Cooperation group. The meeting was attended by the Ambassador, Head of the European Union Delegation to Kazakhstan Aurelia Bouchez and the deputy of the Mazhilis, secretary of the Committee of the House on Ecology and the Environment and Nature Management Shavhat Utemisov.

VICE-SPEAKER OF THE MAZHILIS S. DYACHENKO MET WITH THE PARLIAMENTARIANS OF INDONESIA

Astana, March 27, the House of Mazhilis. Today the deputy chairman of the Mazhilis Sergey Dyachenko accepted in the Parliament the vice-speaker of the House of Representatives of the Republic of Indonesia Fahri Hamza arrived to Kazakhstan as the head of the parliamentary delegation. It was noted at the meeting that Kazakhstan considers Indonesia as one of the leading countries in South - East Asia. New impetus to bilateral cooperation was given by the mutual state visits of the two presidents Nursultan Nazarbayev and Susilo Yudhoyono. Indonesia, in turn, sees Kazakhstan as one of the most important partners in Central Asia, stressed the Vice-Speaker of the House of Representatives, by expressing support for all efforts to strengthen bilateral political, economic, cultural and humanitarian contacts. Sergey Dyachenko expressed his gratitude for the support of the candidacy of Astana to host the International specialized exhibition “EXPO-2017” in Kazakhstan and invited the Indonesian businessmen to take an active part in this exhibition. By noting the dynamic development of bilateral relations, at the same time the two parties expressed the need for better use of trade and economic and investment potential between the two countries. Some particular emphasis is placed upon inter-parliamentary cooperation. The deputies of the Mazhilis from political parties “Nur Otan”, "Ak Zhol”, “CNPK” and the Assembly of People of Kazakhstan – Abai Tasbulatov, Svetlana Kadralieva, Aikyn Konurov and Ahmed Muradov, respectively, took part in the conversation for a wide spectrum of issues.

The Deputy K. Sultanov met with the UN Special Rapporteur

Astana, March 27, the House of Mazhilis. Today the deputy of the Mazhilis, a member of the Committee from the House on Foreign Affairs, Defense and Security Kuanysh Sultanov met with the UN Special Rapporteur Baskut Tunkak on the adverse effects of the illicit movement and transportation and burial of toxic and dangerous products and wastes on the enjoyment of human rights. The deputy spoke in detail about the environmental rights of Kazakhstani citizens enshrined by the Constitution, the Environmental Code of Kazakhstan, and the Concept to Sustainable Development of the Republic of Kazakhstan for the years for 2007-2024. B.Tunkak highly praised Kazakhstan’s human rights activities, and also praised the contribution of Kazakhstan in regional and global issues settlement, particularly in the area of social policy of the country. In turn, K. Sultanov thanked the UN Special Rapporteur for constructive cooperation in the protection and promotion of human rights and expressed the readiness of Kazakhstan to further constructive cooperation with UN institutions. THE CHAIRMAN OF THE MAZHILIS K. DZHAKUPOV ACCEPTED THE DELEGATION OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF KOREA

Astana, March 26, the House of Mazhilis. Today the Chairman of the Mazhilis Kabibulla Dzhakupov accepted the delegation of the National Assembly of the Republic of Korea. It is headed by the deputy head of the Inter-Parliamentary Group for Cooperation “Republic of Korea - Republic of Kazakhstan” Unsok Zhang. Welcoming the colleagues, the speaker of the Mazhilis noted that for the past 23 years since the diplomatic relations establishment the Republic of Korea has become one of key strategic partners of Kazakhstan in East Asia. - Over the last year, bilateral commodity circulation amounted to about $ 2 billion USD. There is an economic effect from more than 800 joint ventures in Kazakhstan with the participation of the South Korean capital, - said K. Dzhakupov. The Chairman of the Mazhilis invited the South Korean business to actively participate in industrial and innovative projects under the New Economic Policy “Nurly Zhol”. In this context the parts noted the ongoing projects of gas chemical complex in Atyrau region, the projects for the field “Zhambyl” and Balkhash thermal power-station. The Chairman of the Mazhilis called for Korean companies also to take an active part in the EXPO-2017 in Astana. The development of a successful business in Kazakhstan, stressed Kabibulla Dzhakupov, is promoted by favorable investment climate, as well as inter-ethnic harmony in the multi-confessional country in which representatives of 130 nations live. Their interests are represented by the Assembly of People of Kazakhstan that has the constitutional status. Thus, in the Mazhilis 9 deputies from the Assembly are elected to the Parliament and among them the deputy Roman Kim, who heads the Association of Koreans in Kazakhstan. The Eurasian Economic Union that started to work in this year, promises new benefits for South Korean companies in Kazakhstan, said K. Dzhakupov. Now the joint ventures with South Korean capital obtain access to a multimillion-dollar consumer market of the countries participants in the Customs Union and the EEU, including the framework of the “Eurasian initiative” of the Republic of Korea. During the first visit to Astana of the head of the Korean delegation Unsok Zhang expressed his admiration for the construction of the new capital of Kazakhstan, noting that the republic under the leadership of First President Nursultan Nazarbayev is dynamically developing. THE CHAIRMAN OF THE MAZHILIS K. DZHAKUPOV ACCEPTED THE AMBASSADOR OF FINLAND I. RAYSENEN

Astana, March 16, the House of Mazhilis. Today the Chairman of the Mazhilis Kabibulla Dzhakupov accepted in the Parliament the Ambassador extraordinary and plenipotentiary of Finland in Kazakhstan Ilkku Raysenen. In the course of conversation, by noting the dynamics of trade and economic ties, the Speaker of the Chamber appealed Finnish companies to take active part in the international exhibition “EXPO-2017” in Astana. According to K. Dzhakupov there are more than 80 joint ventures in the key sectors of Kazakhstani economy. The New economic policy “Nurly Zhol” and the Program of forced-industrial development implemented within its frames open the greater possibilities for businessmen. At that the Chairman of the Mazhilis paid attention to the potential that began to pursue within the CIS space of Eurasian economic union. In turn the Finnish Ambassador said that the perspectives for further mutually beneficial cooperation of two countries are set in the Strategy “Kazakhstan-2050”. The interlocutors also expressed their opinion about enhance of bilateral relations, the integral part of which are the relations between the parliaments. Also they spoke about the questions of the forth coming electoral campaigns in two countries: the presidential elections in Kazakhstan and the parliamentarian one in Finland.

Kazakhstan – Slovakia: about perspectives of cooperation

Astana, March 12. The House of Mazhilis. Today the deputy from the Mazhilis, a member of the Chamber Committee on international affairs, defense and security Kuanysh Sultanov met with the Ambassador Extraordinary and Plenipotentiary of Slovak Republic in Kazakhstan Peter Uza. During the meeting the parties discussed the perspectives of bilateral relations development, noting the necessity to stir up the trade and investment cooperation subject to the current potential of both countries. Kuanysh Sultanov told about the social-economic tasks of our country within the frameworks of the Strategy “Kazakhstan – 2050”, the program of “Nurly-Zhol”, the priorities of Kazakhstani market in the terms of Eurasian economic union, about measures to establish investment climate in the Republic of Kazakhstan, as well as about the Kazakhstan model of international and interdenominational accord. In his turn the Slovak diplomat noted the Kazakhstan’s contribution into the settlement process of regional and global issues, especially, in the questions of peace and security making, achievement of stable development and settlement of humanitarian affairs. P. Uza highly appreciated the role and importance of Kazakhstan as astable factor in the Central Asia.

DEPUTY CHAIRMAN OF THE MAZHILIS S.DYACHENKO AS THE SPECIAL ENVOY OF THE PRESIDENT OF KAZAKHSTAN VISITED MONTENEGRO

Astana, March 06, the House of Mazhilis. Within the frames if visit of the Special Envoy of the President of the Republic of Kazakhstan N.A. Nazarbayev, the Deputy Chairman of the Mazhilis of thee Parliament of the Republic of Kazakhstan Sergey Dyachenko into Montenegro met with the President of the country Filip Vujanovic, the Vide-president of the Parliament Sulo Mustafic. During the meeting with the President of Montenegro, S.Dyachenko conveyed warm greeting words and the best wishes to Filip Vujanovic and the people of Montenegro. He emphasized that Kazakhstan considers Montenegro as a close and important partner in Balkan region. The Parties stated that cooperation between two countries is developed in the spirit of mutual understanding and support. The proximity of two countries’ attitudes on the most important issues of the international notice, especially forces to strengthen the peace and security was noted. The leader of the Kazakhstani delegation stressed that Astana has highly appreciated the Montenegro’s support for the Kazakhstan’s application to be the chair in the OSCE and the participation of Montenegro’s delegation at top level. By informing the Head of Montenegro about economic and social reforms implemented in Kazakhstan for the last years, the Special Envoy of the President of the Republic of Kazakhstan has informed that Kazakhstan takes the 50th place according to the degree of business and investment climate among 200 countries of the world. It was noted that our country has accumulated more than 80% of all the investment attracted to the Central Asia from Europe, America and Asia, which formed about 200 milliard USD for the years of Independence. For its part F. Vujanovic gave positive praise to the preparation of Kazakhstan to hold EXPO-2017. The President of Montenegro with great interest listened to the new economic policy “Nurly Zhol” initiated by the President N.A. Nazarbayev, which is directed to the infrastructure development of Kazakhstan. Speaking about the Kazakhstan’s achievements in the international ring, S.Dyachenko mentioned about the role and contribution of our country into the strengthening of religious and transcontinental safety within the frames of OSCE, SCO, CSTO, and UN. In particular, he mentioned about the Kazakhstan’s assistance in stabilization of economic situation in Afghanistan, participation in the UN peace-making mission in the Western Africa. The initiative of Astana to close the nuclear testing facilities in Semipalatinsk and rejection from the nuclear weapon of the fourth by capacity in the world was spoken as one of the considerable measures to strengthen the safety in the world. The Special Envoy of the President of the Republic of Kazakhstan S.Dyachenko paid attention of the leaders of Montenegro on consecutive counteraction of Kazakhstan in relation to the activities of terroristic and extremist organizations. Summarizing the above-mentioned and also noting that Kazakhstan is the state where economy is actively developed and stability, international and inter-religious consent is supported, the Special Envoy of the President of Kazakhstan expressed the formal request to support the candidate of Kazakhstan to be a temporary member in UN Security Council for the year 2017-2018. At the same time S.Dyachenko in solemn atmosphere handed the personal Message of the President of the Republic of Kazakhstan N.A. Nazarbayev in to the President of Montenegro F.Vyjanovic. Thanking for warm greeting words and wishes on behalf of the President of Kazakhstan, the President of Montenegro sent the best wishes to the Head of the State and the people of Kazakhstan. He noted that he met with the President of Kazakhstan more than once and took part in the Summit of OSCE in Astana. The President of Montenegro was great attentive to the request of the President of Kazakhstan N.A. Nazarbayev to support the candidate of Kazakhstan to be a temporary member of UNSC for the years 2017-2018. In this context the President of Montenegro noted that he will inform the Prime-Minister and the Minister of Foreign Affairs about his positive opinion regarding the request of the Republic of Kazakhstan. At the same time he expressed his confidence that the Government will back up the request of Kazakhstan. The leaders of Montenegro mentioned that Podgorica is interested in enlargement of two-sided relations and called Astana upon for activation of Kazakhstani-Montenegro cooperation in the areas of energy, mining and mineral resource industry, tourism and trade, since the potential of two-countries has not been used yet. Also it was noted that enlargement of business contacts in B2B format is important, as well as the development of contractual-legal basis and establishment of cooperation groups along the line of inter-parliament interaction. The Parliament of Montenegro expressed the readiness to facilitate in the development of wide spectrum of cooperation both in two-sided and many-sided formats, including the United Nations Organization. With the purpose of the further development of two-sided relations the parliamentarians of Montenegro offered to hold the next meeting in Astana. At the same time the President of Montenegro offered to consider the possibility of the Montenegro Prime-Minister’s visit to Astana. On the whole it is necessary to note that the negotiations were held in amicable and constructive atmosphere.

VICE-SPEAKER OF THE MAZHILIS DYACHENKO AS A SPECIAL ENVOY OF THE PRESIDENT OF KAZAKHSTAN VISITED BOSNIA AND HERZEGOVINA

Astana, March 05, the House of Mazhilis. Within the frames of visit of the Special Envoy of the President of the Republic of Kazakhstan N.A. Nazarbayev, the Deputy Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan S. Dyachenko into Bosnia and Herzegovina met with the Chairman of the Bosnia Presidency MladenIvanic, The Chairman of the House of Representatives (the lower house) of the Parliament of Bosnia and Herzegovina Shefik Djaferovic and on initiative of Ministry of Foreign Affairs of Bosnia and Herzegovina with the management of the foreign office Amer Kapetanovic. During the conversation with the Head of Bosnia and Herzegovina the Special Envoy of the President of Kazakhstan conveyed wishes of success and prosperity to the Bosnia state on behalf of the President of the Republic of Kazakhstan N.A.Nazarbayev. S. Dyachenko noted that Bosnia and Herzegovina are important political partners in this region. And also the political cooperation between two countries is developed in the vein of mutual understanding and confidence. The support of Bosnia is highly appreciated on Kazakhstan’s initiatives to Chair in OSCE and EXPO 2017, as well as cooperation within the frames of the international organizations. The Deputy speaker of the Mazhilis of Parliament of the Republic of Kazakhstan took notice of importance to develop the trade and economic cooperation since there is a potential to intensify the commodity circulation between Kazakhstan and Bosnia and Herzegovina as well as the necessity to improve the contractual legal base of the two-way cooperation. The special envoy of the President of the Republic of Kazakhstan shortly described the success of Kazakhstan achieved for the last decade in the course of reforms in the social-economic and political spheres. It was noted that our country has accumulated more than 80% of all the investment attracted to the Central Asia from Europe, America and Asia, which formed about 200 milliard USD for the years of Independence. S.Dyachenko has also informed the Bosnia leaders about acceptance of new economic policy “Nurly Zhol” offered by the President of Kazakhstan N.A. Nazarbayev in order to increase the standard of well-being of Kazakhstani people, and to enter into 30 developed countries of the world. Regarding the global notice S.Dyachenko emphasized that Kazakhstan deprecates any display of terrorism and extremism. It was noted that Kazakhstan always was, is and stays adherent of inter-religious and international tolerance, amicable conflicts regulation. Kazakhstan made a considerable contribution into forwarding of purposes and tasks on regional and global safety within the frames of such international organizations as OSCE and SCO. Assistance of Kazakhstan in stabilization of Afghanistan situation played the role of no small importance to strengthen the regional safety. As another example of the world safety strengthening is the initiative of the President of Kazakhstan N.A. Nazarbayev on rejection from nuclear weapon and close of the Semipalatinsk testing area. Kazakhstan as a member of the international association makes feasible contribution in to the international peace-making UN mission to keep peace and stability in other regions and areas. During the conversation with the leaders of Bosnia and Herzegovina the Special Envoy of the President of the Republic of Kazakhstan expressed the formal request to support the candidate of Kazakhstan to be a temporary member in the UN Security Council and in solemn atmosphere he handed in the personal Message of the President of the Republic of Kazakhstan N.A. Nazarbayev to the Chairman of the Bosnia Presidency Dr. MladenIvanic. For its part, the Head of Bosnia extended appreciation to warm greeting words of the President of Kazakhstan and the financial assistance rendered to Bosnia during the flood. MladenIvanic expressed his satisfaction with the two-sided relations between the Republic of Kazakhstan and Bosnia, and he emphasized the necessity to intensify the two-sided cooperation in trade-economic, investment and contractual-legal spheres. The Chairman of the Bosnia Presidency noted with satisfaction the Kazakhstan’ contribution in strengthening of safety in the region and in the world, calling Kazakhstan as the center of world and development in the Central Asia. He informed that Bosnia and Herzegovina in due time was a temporary member of UN Security Council and the whole process on approval of the application to be a member in the Security Council is known to him. For its part, the Chairman of Bosnia Presidency MladenIvanic expressed the support to Kazakhstani initiative by noting that he will recommend to two other Presidents of the country from Muslim and Croatian community to support the candidate of Kazakhstan since he cannot make the sole resolution independently. During the meeting with the Chairman of the House of Representatives of Bosnia and Herzegovina Shevik Djaferovic from the Bosnia’s part the approval was expressed to the Kazakhstani initiative and the promise was said to recommend the Bosnia Presidency to support the candidate of Kazakhstan for Temporary Members of the UN Security Council for the years 2017-2018. The same readiness in favor of Kazakhstani initiative’s support was sounded from the foreign office of Bosnia and Herzegovina.

THE DEPUTIES OF THE MAZHILIS TAKE PART IN ELECTIONS OBSERVATION OF DEPUTIES FROM MADZHILISI NAMOYANDAGON OF MADZHILISI OLI TAJIKISTAN

Astana, February 27. The House of the Mazhilis. The deputy of the Mazhilis, Ulasbek Sadibekov, on the group of international observers of the Inter-Parliamentary Assembly of the CIS within the period from February 27 till March 02, will take part in observation for preparation and carrying out of the deputies elections for Madzhilisi namoyandagon (the lower house) of Madzhilisi Oli of the Republic of Tajikistan. There will be meetings with the Director of Strategic Research Center under the President of the Republic of Tajikistan Mr. Hudoyberdy Holiknazarov, and also with the management of the Central Election Committee and the houses of the Parliament of Tajikistan during the visit. At the election date March 01 it is scheduled to visit Hatlon region, observation for opening and beginning of voting in the town of Nurek, observation for polling in the towns of Dangar and Kulyab. Also the deputy Nurlan Zhazylbekov takes part in observation from the House of Mazhilis, who represents the mission of the international observers of the Parliamentary Assembly of OSCE.

KAZAKHSTAN – ESTONIA: PROSPECTS FOR COLLABORATION

Astana, February 26, the House of the Mazhilis. Today the Deputy of the Chairman of the Mazhilis Sergey Dyachenko met with the Estonian delegation headed by the ex-President of the Republic of Estonia Arnold Ruitel. By greeting the guest, the Vice-speaker noted that Mr. A.Ruitel is still a big friend of our country and makes great contributions to enlarge the business cooperation between Kazakhstan and Estonia. According to S.Dyachenko, Estonia is an important political and economic partner for Kazakhstan within the Baltic region. In this regard Estonia might become a “bridge” between Kazakhstan and European Union, especially subject to the scheduled signing of this year new Agreement about enhanced partnership and cooperation with the EU. In turn saying thanks for the warm reception, the former President of Estonia A.Ruitel informed that memories on collaboration and friendship with Kazakhstanis, first of all, related to the name of the Head of our country from the Soviet period yet, during there forms period that followed by the similarity of the positions in many issues and mutual support. Speaking about the prospects of Kazakhstani-Estonian relations’ development the guest noted that it is required to further discuss the collaboration on economic issues, particularly, in joint projects for agriculture and transit sphere. The Mazhilis deputies Maulen Ashimbayev, Bahytzhan Yertayev and Serik Ospanov took part in the meeting.

THE MAZHILIS DEPUTY K. SULTANOV HANDED THE PRESIDENT OF CZECH REPUBLIC OVER THE MESSAGE OF THE HEAD OF THE STATE

Astana, February 25, the House of Mazhilis. The Mazhilis Deputy, a member of the Committee of the Chamber on international affairs, defense and security Kuanysh Sultanov as a Special Envoy from the Head of the State visited the Czech Republic on February 24. There was a meeting of Kuanysh Sultanov with the President of Czech Republic Milos Zeman in Prague, during which the parliamentarian handed over the message of the President of the Republic of Kazakhstan Mr. N.A.Nazarbayev to push the candidacy of Kazakhstan to be an in constant member of the UN Security Council for the years 2017-2018. The Kazakhstan parliamentarian in formed the Czech President about the contribution of Kazakhstan into enforcement of regional and international stability and security, including the area of nuclear disarmament and non-distribution, and also about the country’s vigorous activity in the sphere of multi later al diplomacy. Also the implementation course of missions, the data on the final visit results of the President M. Zeman into Kazakhstan in November 2014 is discussed. During the conversation with the Chairman of the House of Deputies of the Czech Parliament Vojtech Filip the parties noted the stability of Kazakhstan-Czech-parliamentarian relations. The preparation issues for delegation visit of the Committee of the Mazhilis on social-cultural development into this country were also touched upon.

Mazhilis Deputy, K. Sultanov as a Special envoy of the Head of state visited Slovak Republic

Astana, 25th February, Houses of Mazhilis, Mazhilis Deputy, Committee Member of Chamber of foreign affairs, defense and security, Kuanysh Sultanov as a Special envoy of the Head of state visited Slovak Republic at these days. The visit was aimed on candidacy promoting of Kazakhstan to nonentity members of the Security Council for 2017-2018 years, and also on discussion of inter-parliamentary cooperation prospects. As part of visit programme to Bratislava were held meetings of K. Sultanov with President Administration leader of Slovak Republic, Yan Shot, National Council deputy chairman of Slovak Republic, Miroslav Chizh and leader of Parliamentary party of friendship “Slovak – Kazakhstan, Belarus, Moldova, Armenia, Azerbaijan, Kyrgyzstan, Uzbekistan, Tajikistan, Georgia”, Robert Madey. During the conversation with the Head of President Administration, K. Sultanov presented with a President's message of Republic of Kazakhstan of N. A. Nazarbayev to the address of President of Slovak Republic, Andrey Kiska about request support of Kazakhstan on elections to membership of nonentity members of the Security Council in 2016 year. Parties discussed development prospects of bilateral relationships in political and economic aspects. Identity of positions were mentioned on majority of urgent questions of regional and international policy. Herewith were distinguished the requirement of trade and investment cooperation activation taking into account potentials of both countries. The international policy main aspects were of special consideration, including situation in Ukraine, post-conflict rehabilitation of Afghanistan. Representative of Slovakia noted contribution of Kazakhstan to the process of regional and global issues resolution, particularly issues of peacekeeping and security, stable development achievement, humanitarian issues solutions. The role and importance of Kazakhstan as stabilizing factor in Central Asia were highly estimated. The requirement of friendly ties strengthening between legislative authorities of both countries was distinguished on the meeting between K. Sultanov and deputy chairman of National Council M. Chizh. This requirement is an important element of inter-State cooperation. Parties expressed opinions for developing close contacts, specifically as part of parliamentary committees and parties of friendship. During the meeting with a Parliament party of friendship leader, R. Madey, the importance of parliamentary structures high cooperation in the aim of mutual potential complete realization in economic, scientific, educational and cultural sectors were distinguished.
