Astana, March 1, the House of the Mazhilis. The Bureau of the Mazhilis, chaired by Yerlan Koshanov, has formed a draft agenda for the upcoming plenary session.

Legislative amendments on minimizing risks in lending and protecting the rights of borrowers are being submitted for discussion by deputies in the first reading. The bill was developed by the deputies of the Parliament in order to implement the Message of the Head of State to the people of Kazakhstan "The Economic course of a Fair Kazakhstan".

The proposed norms are aimed at reducing excessive creditworthiness of citizens, increasing the protection of borrowers' rights, facilitating citizens' access to bankruptcy proceedings, as well as reducing fraudulent actions in issuing loans. In particular, it is prohibited to issue new consumer loans to citizens if there is a delay in loans for more than 90 days. In addition, there is a provision prohibiting the eviction of families with minor children from the only housing during the heating season, as well as a novelette ensuring that money in the amount of at least 2 subsistence minimums is saved in the borrower's bank account in the process of debt collection on loans.

At the plenary session, deputies are also invited to discuss in the first reading the draft laws "On Science and Technology Policy" with accompanying amendments. They are aimed at solving strategic, professional and social issues of scientific activity and will contribute to improving the contribution of science to the development of the country's economy, as well as increasing the competitiveness of scientific potential.

Amendments to the Tax Code on science are also on the agenda of the Mazhilis. The relevant bill was initiated by the deputies of the Parliament. It is aimed at stimulating the development of science by providing tax preferences.
