Zhezkazgan, April 29. The deputies of the Mazhilis discussed environmental and energy problems of the Ulytau region and ways to solve them at an off-site meeting of the Committee on Ecology and Nature Management chaired by Edil Zhanbyrshin.

Along with the majilismen, the meeting was attended by officials from a number of ministries, including ecology and natural resources, energy, water resources and irrigation, the administration of the Ulytau region, deputies of the regional and city maslikhats, as well as experts and heads of large enterprises.

Anticipating the discussion, Edil Zhanbyrshin noted that the deputies are concerned about the environmental and energy situation in the Ulytau region. In their opinion, the development of effective measures to solve environmental problems, in particular, pollution of atmospheric air and water resources, is an urgent task. To solve them, it is necessary to reduce the amount of emissions and monitor them, introduce modern air purification technologies, and purify wastewater more efficiently.

Vice Minister of Ecology and Natural Resources Zhomart Aliyev said that atmospheric air pollution in the Ulytau region is the result of inefficient operation of treatment plants of large natural resource users in the region.

– The enterprises of Kazakhmys Smelting LLP, Zhezkazgantsvetmet LLP, Kazakhmys Corporation LLP, Kazakhmys Energy LLP and Kazakhmys Distribution LLP have been in operation for more than 50 years. As a result, the technological equipment is morally and physically worn out, does not provide complete cleaning of the entire volume of flue gases," Zhomart Aliyev explained.

The Vice Minister also gave an unsatisfactory assessment of the condition of sewage treatment plants. According to him, the equipment has worn out significantly and has exhausted its operational life. At the same time, the treatment facilities of PTVS JSC systematically exceed the established standards in discharges into the Kara-Kengir River.

In turn, Ulytau Deputy Akim Ulantai Usenov said that in order to control emissions of pollutants into the atmosphere in the cities of Zhezkazgan and Satpayev, 4 special sensors were installed in 2023, 4 more will be installed this year. In addition, Kazakhmys Corporation LLP plans to reconstruct the sulfuric acid workshop of the Zhezkazgan Copper Smelter in 2025-2026 in order to reduce harmful emissions into the air.

Summing up the discussion, Edil Zhanbyrshin noted that the Committee on Ecology and Nature Management is ready to cooperate with government agencies, public organizations and enterprises of the region to develop and implement measures to promote environmental safety and sustainable development of the Ulytau region.

The deputies stated the need to take urgent measures to improve the environmental situation and noted that they would continue to work on improving legislation in this area. The proposals made during the meeting will be taken into account in the further work of the relevant ministries and the Mazhilis Committee.

During the visiting session, the mazhilismen also got acquainted with the activities of the Zhezkazgan thermal power plant and the Zhezkazgan copper smelter, met with residents of Satpayev. In addition, the deputies visited the place of sewage discharge into the Kara-Kengir River, the Jez-Solar solar power plant of Technogruppservice LLP and a number of other facilities.
