On the rules for accreditation of media representatives under the Mazhilis of the Parliament of the Republic of Kazakhstan

According to paragraph 194 of the Regulation of the Mazhilis of the Parliament of the Republic of Kazakhstan, the Bureau of the Mazhilis of the Parliament of the Republic of Kazakhstan DECREES:

To approve the Rules for accreditation of media representatives under the Mazhilis of the Parliament of the Republic of Kazakhstan in accordance with the annex.

RULES

For accreditation of media representatives under the Mazhilis of the Parliament of the Republic of Kazakhstan

1. General provisions

1. Accreditation of media representatives (hereinafter – the media) under the Mazhilis of the Parliament of the Republic of Kazakhstan (hereinafter – the Mazhilis) shall be performed in accordance with the Law of the Republic of Kazakhstan “On mass media”, these Rules for accreditation of media representatives under the Mazhilis of the Parliament of the Republic of Kazakhstan (hereinafter – the Rules) and other regulatory legal acts of the Republic of Kazakhstan.

2. Accreditation of media representatives shall be carried out by the press service of the Mazhilis for broad and efficient public information on the activities of the Mazhilis as one of the Chambers of the Parliament of the Republic of Kazakhstan, organization of the activities of accredited media representatives.

2. Types of accreditation of media representatives under the Mazhilis

3. Permanent accreditation is carried out for media representatives, constantly working in the building of the Mazhilis to cover the activities of the Chamber, the standing committees, commissions, political party factions in the Mazhilis and deputy groups, deputies of the Mazhilis, as well as for media representatives, performing specific assignments of the media editorial office on the coverage of Mazhilis activities.

4. Mass media representatives shall be accredited for the period of the current session of the Parliament convocation.

5. Accreditation shall be started before the opening of the current session and shall be terminated on the day of closing of the current session. Accreditation shall be carried out during the whole current session of the Parliament convocation.

6. In order to cover certain activities undertaken by the Mazhilis, media editorial office can arrange one-time accreditation for its representatives based on a written application, which shall include the information about the media representative and editorial office, and in urgent cases – based on oral statement of the editorial office. In this case, the media representative shall enter the building of Mazhilis with one-day pass without photo, video, audio and other electronic equipment (in exceptional cases - by agreement with the press service of the Mazhilis with the relevant structural units of the Mazhilis Staff).

3. Accreditation procedure

7. Information on the start of the accreditation of media representatives under the Mazhilis shall be distributed by the press service of the Mazhilis to e-mails of the media editorial offices.

8. Application for permanent accreditation shall be submitted by the media owner or editorial office in writing with specification of complete name of the media owner or editorial office, legal address and location of the media owner or editorial office, telephone numbers, fax, email of the media owner or editorial office.

The following documents shall be attached to the application for accreditation:
copy of ID card of the accredited media representative;

copy of certificate on registration of the periodic printed publication or informational agency or TV, radio channel, issued by the authorized body in mass media or TV and radio broadcasting field;

3x4 size photo for registration of the accreditation card.
If the application is submitted by mass media editorial office representative, the power of attorney of the media owner for accreditation of the media representative shall be attached, except for the documents, specified in the second part of this paragraph.

If the application is submitted by the Internet resource owner, the document, confirming the right of ownership for the Internet resource shall be attached, apart of the specified documents.
9. The decision on accreditation of media representatives shall be made by the press service of the Mazhilis in consultation with the Deputy Chief of Staff of the Mazhilis of the Parliament of the Republic of Kazakhstan supervising the press service of the Mazhilis. By the results of consideration of the application, the press service of the Mazhilis shall inform within seven working days on its decision:

1) on accreditation of the media representative and issue of the accreditation card;
2) on refusal to provide accreditation of the media representative.

10. The decision on refusal to provide accreditation for the media representative shall be made in cases of failure to provide the documents mentioned in paragraph 8 of these Rules, if the content of the application does not meet the requirements of these Rules, as well as on the basis of the court decision, which entered into the legal force, to suspend or terminate media release or TV and radio channel broadcast.

11. In case of replacement of the accredited the media representative with another media representative by the media owner or the media editorial office, the accreditation shall be carried out in the manner prescribed by these Rules.

12. Accredited media representative shall be deprived of accreditation on the basis of the application of the media representative or editorial office, as well as on the basis of the court decision, which entered into the legal force.

13. In case of loss, theft or damage of the accreditation card, the media editorial office or the representative of this media shall immediately inform the press service of the Mazhilis on the circumstances, and the accreditation card of the media representative shall be canceled and a new one shall be issued.

4. Rights and obligations of accredited media representatives

14. Accredited media representatives shall be entitled:

1) to work at the invitation of the press service of the Mazhilis at the events of the Mazhilis in the premises located in the building of the Mazhilis and designated for such purpose, as well as in other places of the activities of Mazhilis;

2) to use in the prescribed manner their own mobile phones to contact the editorial staff and to transfer urgent messages, to use the information and communication technologies, their own tape recorders, cameras and personal laptop computers and VCRs, installed in a designated area (Press room);

3) at the invitation of the Standing Committees, commissions, political parties fractions in the Mazhilis and deputy groups, to attend the events, as well as to meet with the deputies of the Mazhilis, representatives of state bodies and public associations, non-governmental organizations in the building of the Mazhilis - as agreed with them;

4) to participate in briefings, press conferences and meetings organized by the press service of the Mazhilis to obtain information about the individual events of the Mazhilis;

5) to use video and photo material with the assistance of the press service of the Mazhilis by written (in urgent cases - oral) application of the management of the media editorial office.

15. Applying for accreditation shall confirm the consent of media representatives to fulfill the following requirements:

1) when carrying out their activities, to comply with the rules of professional ethics of journalists and access control in the Mazhilis building, as well as labor regulations established in the Mazhilis;

2) to show the accreditation card at the entrance to the building of Mazhilis, as well as during professional activities; media representatives who have received one-time accreditation should demonstrate an identity document;

3) to comply with the business dress code when visiting the building of Mazhilis.
